WHAT DOES TOURIST GUIDE FLAG MEAN?

Whilst touring in Thailand I've witnessed a lot of groups of Chinese tourists. But another thing is quite bewildering to me, each group has a person who was carrying a some sort of banner, and people banners were not one of a kind. Exactly what does those banners mean?
